You wouldn't be too wrong. Since 1990 from my reckoning they've given the peace prize to

  • 2 internationally recognised genocidaires (Aung San Suu Kyi [Well, what she did was recognised as a genocide by basically every NGO, but somehow she is never blamed], Abiy Ahmed)
  • 5 known war criminals (Obama, Yitzhak Rabin [Although he remains the least bad Israeli prime minister, a praise somewhat akin to "the nicest nazi", something over which he was murdered], Shimon Peres, Carter and Abiy Ahmed)
  • 1 guy who covered up war crimes (Juan Manuel Santos)
  • 1 Person who was mentioned in the panama papers (Juan Manuel Santos again)
  • 1 Gorbachev
