Looks like NYC subway. The photographer has gone past the turnstile and the cop is standing outside the turnstile in front of a ticket machine. That’s why there’s bars between them. My guess is he’s trying to nab fare evaders.
Counterpoint, he fooled himself into thinking that is a good disguise.
