Minority rights have always been won by activists. Democrats sometimes pander to activists during election season, and then once elected do nothing about it until the issue reaches 51% in the polls^[And even then sometimes not, e.g. universal healthcare] or people start burning cities at which point they concede to their supposed values in order to maintain order
