Honestly, I think it is at least a little bit performative. One thing I will actually agree with PerryM on is that there's about a 0% chance that it would stick. But whatever, it's a good idea for Mamdani to make it clear where he stands on Israel and keep himself in the news, and this is doing both of those, so great, sounds good, I like it.

If there’s a zero chance it would stick, he wouldn’t be scared to visit Belgium, or one of the other countries that have local jurisdiction laws for war crimes and crimes against humanity.

Yeah, but those have been decided on the "whole country" level. It's not one city's mayor who's decided "You know what fuck the State Department I'm gonna do some forcible diplomacy, it'll definitely be fine because after all at the end of the day I am in the right. Which is always most important in geopolitics!"

He might be able to arrest Netanyahu. Although, I sort of suspect that the NYPD would just straight-up refuse to do it. He would not be able to hold him even for long enough to charge him with anything.
