He got the max sentence because of his actions in attempting to suppress the victims. That's a malicious, ongoing act. A negligent act usually doesn't get the max sentence.
Didn't he have help of the Church of Scientology? If I'm unfairly smearing the CoS lemme know, but that sounds like something they'd do.
Yep, they reportedly waged a campaign of indimidation on his accusers/victims.
