Wasn't that the game where the devs were like "yeah this whole thing is a massive shared universe where you can interact with everyone else" but it turned out they were just straight-up lying lmao
Yes and no. It actually is far more than they originally promised now and every single massive expansion has been free. It has zero dlc.
I think people get it confused with Star Citizen or whatever where people spent gabillions on fake spaceships to fund the game
