PoE1 basically do that too even now. PoE2 was much more fun because the campaign is shorter and actually better, i stopped playing PoE1 partially because campaign was awful slog for me and doing it every season anew was horrible.
Diablo 2 did it, so now many ARPGs think they have to as well.
They never were doing it because they think they have to, the game is in early access and the endgame was designed to be played starting at level 65. The only way to bridge the gap between act 3 and maps was to make players repeat content; the other acts just aren't ready.
POE1 hasn't had difficulties in the campaign for about 10 years.
You never got to maps? That's where the game starts!
