Heads of state shouldn’t be authorized to swap land in any case.

Zelenskyy is not the one that "disagrees" with giving up land. He just points to their constitution since it's simply not something he's allowed to agree to do.

Not that Trump understands that a constitution can limit the powers of a president ...
