I'm distracted from the hilarity, however, by the strip of netting across the bottom of the window bars. I wonder what purpose it could serve?

Having ~~served~~ lived with numerous cats in my adult life, I'd guess it was to keep these two (+?) from assuming the shallow window sills were not, in fact, traffic options while OP is cooking/cleaning/otherwise not paying direct attn to said devious, needy feline interloper. 😜
