Not really, i met plenty of professionals who suck at their job, i would read "professional" only as the flat: "it's their job, they are getting paid for it"

Well, most people do get better in something they do at their job, but the word is classical meaning drift from "they do this at work" to "thet do this good" hence it's commonly used to praise competence now.
