Goon is a hockey term. It's based on, I think, mob culture.
Kids repurposing it is just another case of Fetch.
It was originally used for thugs, like in the Mafia.
In the context of sexual activity, it originally referred to chem sex (usually stimulants)
That's close, but goofinng also means that you don't cum so that you stay in a constantly aroused state.
