It would save them money if they didn't try to deliver it 3 times. Which also means they have the time to deliver to people instead of "just missed you".
If I ever meet the person who made that decision at UPS, I'll let them know they're wrong.
If you're suggesting that they're not wrong, you should know businesses make bad decisions all the time.
How did you get to that conclusion? Nothing of what I said was supporting their decisions.
