Gangs drive around with their headlights off and then kill the people that flash headlights at them as an initiation.

Hah. I had someone at my old job sent a warning email about that. Or they claimed a gang member would be broken down on the side of the road and then shoot you when you stopped to help. Same email. I think people are paranoid.
