Begin with Star Trek: The Next Generation, but skip the first season and start at Season 2, episode 9 (The Measure of a Man). There isn't much setup you need, the basic gist is covered in the title sequence.
Yes do exactly this. Season 1 is awkward and almost entirely bad and not needed for context, and some of season 2 is the same.
The only context you need from season 1 is that before Warf there was a chief security officer (I forget if that's the the actual position title right now) named Tasha Yar who was controversially killed off in a pointless manner in season 1, because the person who played her hated the notoriously awful behind-the-scenes conditions of season 1. She will come up later in one of the best episodes, and a few others.
