Intelligent wifi is something else i believe, and Samsung only? I'm talking about auto connect which is part of android since version 9. That said, even if you don't have that function, that doesn't mean its not passively scanning your wifi environment anyway.

I have android 11 and if I turn off my wifi it will stay turned off until I turn it on. And that I wouldn't want it any other way.

edit: Found the option to disable "wifi scanning to improve location" and did.

Well yeah if you don't enable the feature it won't. Personally i really enjoy the feature. Faster and more stable internet and access to all my network devices/services. I wouldn't want it any other way. So unless you have one of those terrible ISP wifi access points, i don't see why you wouldn't want it.

Edit on your edit: i hope you dont think turning off wifi scanning means they don't know where you're located. For that you need to disable GPS too and not connect to a cell tower. But at that point you might just as well not have a phone.

Home is probably the once place where I care least about my phone internet because that's where my computer is.

Yes, I'm aware that law enforcment can triangulate your phone with cell tower data.

But 3rd party apps can't locate you of you turn of your GPS/location service. And of course it is always disable. It will be turned only for the exact amount of time I need to use a map-app.
