Why is everything capitalised besides "registration"?

Why does it have a flag at all? Isn't the whole concept to be independent of the US?
The flag is supposed to be hanging vertically and not horizontally; when hung vertically the stars should be behind the speaker’s right shoulder (or the audience’s left side)
