The MK dev getting ptsd also happened to a Last of Us dev (or maybe it was Tomb Raider? Maybe both?) who was forced to watch snuff films in order to make the violence realistic enough for their prestige tv ass game. I think this is a separate problem from depicting the violence at all - nobody should be forcibly exposed to NSFL content for any reason, and any job that causes severe mental distress in the person working it should come with substantial leave and mental health coverage (also thinking of, like, Facebook moderators who have to filter CP and shit here, not just game devs).
As for the depiction itself, that's a tougher question. I think the context of a depiction of violence should be the deciding factor - gratuitous violence like in MK is pretty much just for fun, the violence in The Last of Us can be defended on artistic grounds, but if you made a game that was literally just "snuff simulator" then yeah that shit should be banned. That line's gonna be different for everyone, which is why it should be a democratically accountable body that sets it.
