I'm sure the strategy is to secure Pennsylvania (and also not scare anyone away, and not steal a seat away from the Senate like they would with Mark Kelly).

If Mark Kelly was to become VP the governor of Arizona (a Democrat) would be able to replace him with someone else for the rest of his senate term

Well he seems like the obvious choice TBH. I'm surprised Harris would go with a Phili governor unless she really, specifically needs an edge in Phili.
