The "usual" problem with throwing statistics out there without a trustworthy expert putting them into context. And of course it was Bild that published it.
Besides the historical context you already mentioned, there is also going to be a bias in the statistics. The laws have been tightened with regards to knifes, and there is a higher focus on prosecuting related crimes.

At the end of the day, if it is a problem, it has to be tackled. The question is: What do these numbers actually tell us?

Nio is the only car manufacturer that has swappable batteries at scale, they just celebrated their 100 millonth swap.

But on the other hand, the latest gen of evs are doing the usual 10%-80% percent at under 20 minutes and that is with 100kWh+ batteries.
