The result is the same, regardless of the motivations. Sisko of all people feels like someone who would be a stickler about that, considering Cassidy was duped into providing humanitarian relief to rebels.
Sisko had a grand ideal of what was right in his head and as the series goes by that ideal is tested again and again and he comes to terms with the fact that the ideal isn't the reality and that he is capable of breaking his own ideals and still living with it. ๐คทโโ๏ธ
