Die DDR hatte genau das selbe Problem, wie Westdeutschland. Sie haben wohl etwas mehr dagegen getan (zumindest offiziell), aber die SED wurde auch von Nazis unterwandert. Sehr viele Nazis waren an Machtpositionen in der DDR.

What you can do is making it illegal to do certain things while under the influence of drugs, for example driving a car. And guess what, exactly this happens with alcohol too. But making the drug itself illegal is imo a bad idea.
