This argument is exactly why I think we should use the Mode when discussing the state of an economy or even a sector of the economy. The mode would represent the actual conditions that the majority of people experience and throws extremes out altogether.

They don't have the option regardless of the economy. You don't quit the military. You either get discharged generally, or honorably, or you leave with a dishonorable discharge, which is the equivalent of having several felonies on your record.
