Attempt to slow/mitigate/stop decoupling which contrary to rosy denial that exists in online western communist spaces is happening on some level with a desire for more.
Investment money is nice but keeping the west reliant so they can't attack so soon is nicer as is preventing them from attacking entirely by using their greed.
