I don't think they are based on any descriptions in the book. They are likely just artistic conceptions that fit the states in 1984.

No, but it is definitely fitting for the idea Orwell is trying to get across. The unrelenting weight of an ever suppressive nation is far too much for just one individual. They are just individuals on a large scale.
