That is one very expensive chip.
For every 9 sensible people that would find this funny and have a mutual laugh with the waiter .... there would be one jerk that would threaten to sue the restaurant and the waiter for throwing their food around and ruining their meal.
This is the reason why the waiter went back with a plate and one single fry on it.
1/10 jerks in the world are the reason why we can't have nice things or just be nice to one another.
If this had come off as a genuine complaint and the waiter was covering their ass, there would be a serving of fries on that plate. If someone is unhappy you have to go a little above and beyond, otherwise they'll just stay unhappy about having had to call it out.
In this case the waiter clearly took it as a joke, and decided to have a little fun themselves. I hope the plate came with a shiny dome on it and the waiter opened it with a grand gesture.
The petulant person you're imagining would also be offended at the gesture of the single fry, like they're being made fun of. I don't think that's "the reason" this happened, if this actually happened.
