Exactly. As much as I am aware that Bezos is probably polluting more in an hour than I do in a year, this kind of phrasing shifts the blame to the wealthier and most of the western world changes nothing to their habits while saying "it's the billionaires fault". The fact that people don't try to cut their own emmissions/waste is directly contributing to that of the wealthiest. People don't want to see themselves as part of the problem.
You're right, for some reasons we see it as "the 10% per country". If you're from north America or Europe you will very probably end up in the worlds 10% at one point in your life.
The fucked up part is that you can be in the 10%, be a part of the problem, and still have a shitty life, because the system is that fucked up.
Large Western corporations lobbying to force everyone to keep using coal instead of cleaner alternatives and even shutting down things like nuclear in Germany isn't helping.
It's the obvious capitalist for-profit motives which are frequently even contradictory to the well-being of local populations in terms of air pollution, datacenters etc that are responsible for a very large part of the problem.
