At this point if he ever says he's a CPC plant to deceive the West by weaponizing Sinophobia, I wouldn't be surprised in the slightest.

In this case he may even be half right, because China has been trying for the past few years to boost and uplift rural areas to counteract the decades long drain of population from the countryside to the cities, as that has caused some imbalances that the CPC recognizes, in the long run, need to be rectified.

Which is why you see a bit of a trend now happening in China where urban professionals who made good money working in the cities but want a slower lifestyle move back to their hometowns in the country and invest there, build up businesses, and bring money into communities that need it.

The government meanwhile builds the infrastructure to facilitate this rural development which would not be possible without infrastructure.
