Could be useful if a tidal wave comes when you're on the beach... If it's taller than the wave and doesn't collapse from it...

Although tidal waves are probably quite unlikely on that coast... So it is probably just a sculpture.

I thought that was a person in a powered wheelchair sitting there unable to go past and immediately thought damn what an overly complicated and ableist bridge when some simple steps and a ramp would have been just fine.

I think, it's more of a tourist-y thing. It's hard to see from this angle, but there's steps leading down directly as well. The whole thing is just a big loop.
