A DMV spokesman now says the issue "is not AI-related nor is it related to internal technical problems."

Well I suspected it was, this only reinforces that.

Drivers Education classes start at age 15 1/2 in California.

They can't drive by themselves until passing that course and Drivers Training, then a test, usually 1 year later.
