"global" autocrats are not the USA's problem, USA autocrats are the USA's problem. It turns out that some of the "global" autocrats that some other countries are having problems with are also American.

Claiming that external agents are the problem is just the USA excusing its own behavior and blaming an external boogeyman to avoid introspection.

No one is making that argument here. Autocracy is on the rise globally. In fact, the article is effectively making the opposite argument in mentioning the US falling so far in the rankings, as that would mean the US is part of what is dragging down the press freedom average globally. The article even specifically names Trump as the cause of American press freedom dropping.

So like, seriously, wtf are you even talking about?
