I quite like the IKEA bulbs and buttons, but not their base station, I just use a standard zigbee one.
However, I don't want matter, I just want zigbee. Its well behaved, a known quantity and they're light bulbs. Giving them an IP stack is just increasing the attack target footprint. I do not understand the benefits or appeal of it.
I migrated all devices to a Computer with Zigbee USB stick as controller/hub. I‘ve also seen hubs that can handle multiple brands.
IKEA, Shelly, Hue. I doubt there’s much that’s actually manufactured locally unfortunately.
Homeassistant is virtually a necessity.
I think most are made in China and just relabeled under some EU brand.
Looking at IKEA smart plug with "Made in China" on it..
As other said IKEA and Shelly devices are solid choices.
Either you'll stick to one brand and live in their ecosystem or you'll have 10 apps for controlling various parts of your home. This typically leads to HomeAssistant and Zigbee works great there.
If you want less DIY solution, then Loxone (Austrian or German) or perhaps Jablotron (Czechia). These will cost a lot lot more tho.
Aren't the devices from FRITZ! European? Please correct me if I'm wrong. :)

Shelly is as far as I know from EU, but I don't know where they produce the devices, might want to look into that

Zigbee, Matter, Bluetooth and WiFi. The gen 4 devices are multi-protokol
Most companies that I see that are local to Europe are German, and I know a handful from here in Sweden
Codeatelier (German) and their homee cubes can be great and I have been using that system for years now. They do not sell components - only the smart home hub and cubes for different wireless protocols.
