I do find it very strange how few systems are built based on outcomes. Brutalising people doesn't result in less crime, it's just spending millions to make the problem worse.

It doesn't apply everywhere, but there are places where prisoners are used as cheap labour, which deincentivises having effective systems for preventing repeat offenders and encouraging reintegration, and encourages longer sentences

It’s because governments have access to reports on what does and doesn’t work, but the voters as a mass don’t and instead base decisions on emotions. It’s much harder to make a case for rehabilitation than it is to chant “lock em up!” until your face goes red.
