When we say "emissions", we're talking about new emissions. Emissions that ultimately come from underground. Unless you've been drinking crude, your body only emits carbon that was in the air a year ago, so it's not new emissions.
It would make more sense if it said "the most expensive vehicle to fill up or top up".
