I think deaf people should be allowed a “hearing ear dog” that can listen for traffic etc for you. And you can bring it anywhere.

The deaf community should get together and lobby to pass a regulation that Flight Attendants have to do their safety speech with Sign Language for the deaf, and name it after the flight attendant who caused it, so every other flight attendant will know who to hate.

That's an option.

Alternatively, that speech has been given millions and millions of times; there are almost no survivors of most plane incidents that would engage any of that data. It's generally theater to make you feel better about flying. A sticker on the back of the headrest in front of you could easily solve the need for that BS.
