But if one of the rowers were to put a hole in the bottom of the boat........
Then they'd be the first to die while the nobles make it off on rafts. Now if all the workers stopped rowing they could throw everyone else overboard.
The workers are chained down, they will first need to break the chains of authority on themselves if they wish to make a move on the rulers.
Unfortunately, they have liferafts up on deck. And they don't share.
