What about consumers that companies offloaded the costs to?

I guess nothing. Maybe the consumers could try to sue the US gov for tariff refunds for the goods purchased directly from Chinese and other platforms but I doubt they’d refund the costs “offloaded” by the domestic companies

Why did you put offloaded in quotations? Most companies don't just eat tariffs, they pass it off onto the consumer. If they're getting a refund, they should pass those savings off to the consumer too, but you know they won't. They'll just pocket it like the scum they are and get paid twice. Its a scam and they should be held accountable.

Because I was quoting a part of your comment

Only company I heard of who is returning it is "cards against humanity". They have said they will offer refunds to all consumers who have paid increases prices due to tariffs.

CAH staying based as always

Awesome, so any theoretical revenue generated for the government is instead being directly transferred from the consumer to the producer with no benefit to the government at all. Absolute masterclass in incompetency. Great work team... Just to make sure this post is clear, this was never a good idea from the start, its proven somehow to be even more stupid than it initially was thought to be.

No no, Trump said it "would take time", which is Mafia speak for "yeah you ain't getting a cent".

Ffs they increase the cost so the public pays the tarrif, then take the publics money as a "refund" for tarrifs they didn't pay.

...we need more people like Mario's brother.
