Given the slow uptake of EVs and e-bikes, trying to get people to give up cars will be very slow. Better tyre design looks more achievable.

E bikes are the play here. Due to battery weight, EVs have modestly more severe tire (and road) wear
Most EVs have a comparable weight to ICE cars, maybe slightly higher. Modern cars have been getting much bigger and much heavier overall (thanks America), so the EV battery weight barely makes a difference in comparison.
An EV is still better overall than a combustion car, and no car is still better than an EV.
Personally, I'd like to see everyone driving their own trams everywhere. No tire particulates at all. Ignoring all possible downsides, it's the best option out there.
The steel wheels of trams and trolleys also release powder, which is still a hazard.
The difference of pollution is in volume: 100+ drivers in cars fit in 1 tram
