Organized crime in foreign countries allow for destabalizing the target while carrying yourself as the savior. Morena was forced to act on US Intel or risk political loss of face if they could take out a US wanted target but chose not to. US gains leverage in both cases.
Cartels do not exist.
Sometimes the most valuable thing you can do with an asset is burn it. Not as in "cut your losses", but as in "the time is right to play this card".
Anyone who has the slightest inkling of the CIA's involvements in Latin America, or the general USG's involvement there should not be surprised in the slightest.
I'm not.
Or even the fact that the CIA manufactured the cartels in the first place. There is no line between the the state and the cartel. A lot of anti-latam propaganda presents cartels as an entirely organic entity which exists in a vacuum rather than controlled opposition from foreign powers.
