The Presidential immunity does not extend to the President's underlings, such as DHS Secretary Noem, or the CBP officer that actually collected a tariff from you.
Not getting prosecuted for something doesn't automatically give you the authority to actually make the thing happen.
Overhearing MAGA news before this, they were so excited that the courts would really show that the president can impose tariffs. I wonder what their faces look like when they hear the news
