Isn't that beneficial to her after all? She can now just replace those professionals with incompetent but loyal bootlickers? I'm not from the US so I might be wrong on how this works.

DOJ attorney jobs are universally underpaid and overworked. The only reason people do them is for the prestige of the office and for feeling like you are actually accomplishing something of societal value. Every senior person in these positions could get a better job tomorrow if they wanted one.

What did she expect to happen?

On the plus side, those same people are often also a bit fuzzy on the meaning of judicial procedure, which helps slow down or stop their targeted attacks. Lindsey Halligan's very public fumbling of her blatantly targeted cases comes to mind.
