Only if you buy into the weird fanboy versions that got regurgitated by the /nazichan degenerates for years and years. They couldn't see past their own hatred.

He knew what was coming. He saw a narrow plan to circumvent it, and in the end when it failed he gave up his freedom and for all intents and matters his own life because of his love of humanity.

Now you can fault him for being impatient, too sparse with information and even prideful at times, but a fascist he was not.

To paraphrase Oll a bit; he needed nothing for himself. He would've been happy living in a cave or on a barren moor for all that he cared about regarding his own comfort, but the rest of humanity needed that symbol to rally around, and so he built it. Malcador has several thoughts regarding this subject, as do several others in His close vicinity.

There is quite the selection of reading material on the matter if you really care.

Regardless of what the Empire became after the heresy you cannot put everything on the Emperor's feet. He quite literally mentioned (as did Elrdrad and Malcador) that HE couldn't see the endgame anymore.
