He used to not pay his bills, then string everyone along through the courts as long as he could, until they gave up or ran out of money. He essentially does so many shitty things, no one can keep up with him.
It’s a firehose of scumbaggery, government version.
His entire value is derived from being above the law, and conservatives love him for it.
