Step one: make the domestic terror label a buzzword by using it as much as possible

Step two: use the domestic terror label on someone killed for innocuous reasons that is resisting (in no matter how small a way) the overall shit theyre doing

Step three: when people inevitably protest the innocent person being killed, label anyone who protests as a domestic terrorist (or supporter) and then kill indiscriminately

They literally just want to push the envelope to the point of being able to kill leftists without it being unpalatable to their base. Theyre pretty much already there. The main thing is just making it into a mutually-exclusive wedge issue in the minds of the base. Youre either pro-ICE or a domestic terrorist, zero nuance allowed, and suddenly its palatable to them to kill whoever they want
