I think the bully might be doing overdiagnosing, especially when it comes to using his gaydar, since the majority of schools would be gay.

I think he might not be, for broad definitions of gay. ~10% of the population is out queer, and so so so many people are bigots who tell on themselves¹, oblivious weighted bisexuals², straight-in-name-only⁴, or pure spaghetti.

I propose using schoolyard bullies in therapeutic practice, to divert them from careers in law enforcement.

¹men without facial hair are tempting even me, patriarch of this church, to sin! Keep your beards up guys!

²of course I'm straight. I only have sex with my best friend when we're bored and stoned³ and have nothing else to do.
