if you make peaceful protest illegal, how do you think discourse will develop from there?
Violent protest will be inevitable, at which point their only option is force and it's a question mark what happens after that.
Oh it's actually worse than that. Protesting isn't illegal, it's just that the government and the police get to choose which protests are allowed.
What this means is that they can have the illusion of allowing protests but actually ban protests but they don't like. Case in point, Tommy Robinson's rallies are allowed, but protests against the genocide in Gaza can be shut down if somebody mentions the words "Palestine" and "action".
That's the point. The governments don't give a damn about you or the issues. You must simply never disagree with them.
Why do you think they want discourse? Seems pretty clear they don't want people to be able to criticize the government

We have red Tories in charge just now instead of blue Tories. It's the Democrats and Republicans in America all over again. And because both flavours of Tory are shite, people are dissatisfied and terrifyingly pledging their support to Reform (aka the fascist party) instead.
Your Party (socialists) and The Greens (environmentally focused social democrats-ish) are also gaining vote share but alarmingly not at the same rate as Reform.
