Where were these going? Afaiu Nazi harbours were mostly in France

This, I think, was before the Nazi invasion, so these would've been for the Netherlands' own use. Or rather, considering the position of the government of the Netherlands at the time, as a show of deterrence (ultimately unsuccessful) in the hopes of appearing too expensive to bother invading.
