I'm currently on XBOX, the Vaal league shows as the current league and I'm trying to make a new character while still having enough slots. My copy is a paid for Game Preview version. I can update later with screenshots if needed.

I know nothing about XBOX platform, but https://pathofexile2.com/en/home links to the same XBOX entry as the game preview page, so it should be the full game. Make sure the game is up-to-date.

I even checked https://www.pathofexile.com/forum/view-forum/xboxgamepreviewbugs and don't see any similar issues being reported.
