If you’ve got a large cardboard box leave it out overnight with a blanket and some food and a used bath tower or shirt that smells like you (like people). Might make getting through the night easier & starts building trust in people again

You can try chucking smelly treats near it. Don't make eye contact and try to be small - sit or crouch with your body facing away from the dog. Bundle up because it could take a while.
throw food to him and gradually shorten the distance between the food and you. sit and be dressed warmly and prepared for it to take time. don't rush it, if you reach out and try to grab him too soon you will scare him and prolong the process.
some of these may have some useful hints, if you are willing to put in time. https://www.youtube.com/results?search_query=catching+stray+dogs
I can't help but think it escaped a situation where it couldn't trust people. Hopefully it gets the help and love it needs.
I tried bringing out food and water, but it won’t let me anywhere near. Is there anything I can put out to help this dog through another frozen night, assuming it comes anywhere near my house again?
Warming pad set out by the food?
Maybe tomorrow he'll finally settle down...
