I don't expect any kind of physical object to be free as in beer...but they definitely have a lot of room for technical improvement to make batteries cheaper
'Free' as in 'paid collectively by taxes' works for me.

With current technology, high food prices should be expected (because hard to produce and not enough robots yet) along with free rechargeable batteries (because probably easier to produce at scale for a million convicted former cops), but we've fumbled that
Nah, the best way to deal with corrupt cops is to let the prison population at them. They get exterminated about as quickly as sex offenders.
