I stared at that second panel for way too long. Is he talking to his co-worker? Is he being ignored because he's still bad at manning? Oh, he's totally just going to eat that guy.

I see it as him practicing small talk that he just read from his book with a stranger.

I'm, like, 90% sure that the shark is about to eat the guy, because he's blending in so well that he can just walk up to someone and then eat them. That's the only interpretation I see where "being able to man" feeds the fish for a lifetime.
